The project examines the success factors for the active participation of municipalities in programs to promote sustainability and energy efficiency. It analyses the necessary framework conditions for the introduction and valorisation of energy and CO2 accounting and/or reporting in cities and municipalities.
To this end, the first part provides an overview of the various accounting methods, their current distribution and their significance in municipal, cantonal and national energy and climate strategies.
In the second part, the empirical accompanying research, the decision-making processes for or against participation in programs as well as the implementation processes are examined using the example of energy and CO2 accounting and/or reporting in municipalities. The aim is to identify and assess the benefits, the factors that favour or hinder participation, the additional expenses and costs that arise and other stumbling blocks.
One module of this accompanying research is the implementation of an online survey among municipalities in German-speaking Switzerland on the collection, evaluation and use of energy indicators of municipal buildings and facilities and on the preparation of an energy and CO2 reporting for the entire municipal territory. The results of this survey and other publications on the project are available and can be obtained from the tools4energy.ch website.
